CUMBERLAND COUNTY RETIRED EDUCATORS
ASSOCIATION CONSTITUTION
MAY, 2015
ARTICLE I - NAME AND AFFILIATION
This Association shall be known as the Cumberland County Retired Educators Association (CCREA) referred to in this document as the Association. The Association will observe and conform to the Standards of Affiliation as adopted by the New Jersey Retirees' Education Association (NJREA) Delegate Council. The Association shall maintain its tax-exempt status under IRS Code 501C(4) and govern itself in a manner not to jeopardize its tax-exempt status.
ARTICLE II - PURPOSE
The purposes of the Association shall be:
Section 1: To keep members informed about benefits available to them and how they may attain those benefits.
Section 2: To advocate, promote, and urge the passage of local, state, and national legislation, and/or programs benefitting retired members.
Section 3: To further the advancement of education locally, in New Jersey, and in the United States of America in cooperation with NJREA/NJEA/NEA-R.
Section 4: To provide meetings where valuable information may be presented to the membership.
ARTICLE III - MEMBERSHIP
The following may become members of the Cumberland County Retired Educators Association by paying the annual/life dues:
Section 1: Any retired public education employee who is a member of the New Jersey Teachers' Pension and Annuity Fund (TPAF) or the New Jersey Public Employees Retirement System (PERS) or any New Jersey alternative benefits program.
Section 2: Any former New Jersey public education employee, now retired, must become a unified member of CCREA. Unified membership includes membership in CCREA, NJREA, NJEA, and NEA-R. However, if a member was an active member of CCREA on September 1, 2011 and born on or before 1936, they are not required although encouraged to join NJREA, providing they maintain continuous membership.
Section 3: Complimentary and life membership for retirees is available as described in the Bylaws.
ARTICLE IV - OFFICERS
Section 1: Elected officers shall be members in good standing for CCREA/NJREA/NJEA/NEA-R.
Section 2: The officers of this Association shall be President, First Vice- President, Second Vice-President, Recording Secretary, Corresponding Secretary, and Treasurer
Section 3: All terms of office shall be for two (2) years with elections held on odd-numbered years. There shall be no limit to the number of consecutive terms for any officer.
Section 4: A slate of officers shall be presented by the Nominating Committee at the Fall Meeting (October).
Section 5: The officers shall be elected by a majority vote of those members attending the Spring Meeting (May).
Section 6: The elected officers shall assume the duties of their offices on September first (1) following the election.
Section 7: If a vacancy occurs in the office of the President before the term is completed, the First Vice-President shall immediately become President and the Second Vice-President shall become the First Vice- President. They shall serve until the next election. If a vacancy occurs in any other office, the Executive Committee shall appoint a successor until the next election.
ARTICLE V - EXECUTIVE COMMITTEE
Section 1: The Executive Committee shall consist of all the officers, the chairpersons of the Audit, Budget, Constitution and Policy, Government Relations, and Membership Committees, and the immediate past President. These shall constitute the voting members of this committee.
Section 2: The Executive Committee shall meet a minimum of three (3) times a year.
ARTICLE VI - COMMITTEES
Section 1: All committee members shall be unified members in good standing.
Section 2: The President shall appoint the Chairperson of each Standing Committee with the approval of the Executive Committee. The term of each chairperson shall end at the close of the term of the President.

ARTICLE VII - MEETINGS
Section 1: There shall be no fewer than three (3) Association meetings per year: a Fall Luncheon Meeting on the second (2) Wednesday in October, a Holiday Tea in December, and a Spring Luncheon Meeting on the second (2) Wednesday in May.
Section 2: The President shall have the power to call additional meetings ad deemed necessary or upon the written request of the Executive Committee.
Section 3: A NJREA Office shall be invited to attend an Association meeting every other year.
ARTICLE VIII - AMENDMENTS
Section 1: Amendments to the Constitution and ByLaws may be made at any regularly scheduled Association meeting by a two-thirds (2/3) vote of the members present provided prior notice has been given.
Section 2: Announcement of this action and the proposed changes shall be published in the CCREA newsletter and sent to the membership no later than two weeks prior to the meeting at which the vote will be taken.
ARTICLE IX - DISSOLUTION
Section 1: Should the Association recommend dissolution, no action shall be taken without consultation and consent of the NJREA Executive Committee.
Section 2: In the event that the Association dissolves, all monies belonging to the Association shall be held in escrow by NJREA until such time as reorganization takes place.
